The People’s Republic of China is ruled by the Communist Party, whose senior members also hold the highest offices of state. National policy is determined by a 20-member Politburo and its Standing Committee. The National People’s Congress (the parliament) has nearly 3,000 members, indirectly elected at local level for five-year terms. It meets annually and has traditionally rubber-stamped the policies and enacted the legislation decided upon by the Communist Party. In 1995 and 1996, however, some delegates opposed the government’s positions.
The Chinese government is involved in a number of geopolitical issues with neighbouring countries. The Spratly Islands are the subject of a complex disagreement between China, Malaysia, the Philippines, Taiwan, Vietnam, and Brunei. The Paracel Islands are occupied by China but claimed by Vietnam. China and Taiwan both claim the Japanese-administered Senkaku-shoto. Arunachal Pradesh and Aksai Chin are sources of disagreement with India.
