The government is a constitutional monarchy. The emperor is head of state but has no executive power. The head of government is the prime minister, who with a cabinet forms the executive branch. Legislative power is vested in the Diet (Kokkai), consisting of the 511-member House of Representatives (Lower House) and the 252-member House of Councillors (Upper House). Japan has 47 prefecture (provinces), each administered by an elected governor. The voting age is 20.
