Government
Norway is a constitutional monarchy, but the monarch is largely a ceremonial head of state. Executive power is vested in the prime minister and a council of state. The Storting, (the Norwegian parliament) has 165 members elected to four-year terms. The Labour and Conservative parties, and more recently the Centre Party, dominate in parliament. The voting age is 18. Norway has 19 counties (fylker). In referendums, most recently in 1995, Norwegians have repeatedly rejected joining the European Union (EU). Norway is now the only western European country apart from Switzerland not in the EU.
